In 1994, Fred Seibert created an animated analogy TV show called Cartoon Cartoons/World Premiere Toons with the collaboration of Hanna-Barbera. Seibert intended the firm to create quick cartoons that were reminiscent of the American animation industry's Golden Age. Even though the expense of a 48-short project would double that of a regular series, whatever's involved promises chances to "succeed or fail.".

In 1995, the same year when Turner acquired Paramount and Metro-Goldwyn Mayer, a new Jollylarks series was produced, titled Jollylarks Presents. The shorts appeared before films, starting with TBA.
